Board of Aldermen City Hall – 10 N. Bemiston Avenue May 23, 2017 7:00 p.m. Minutes

Mayor Pro Tempore Winings called the meeting to order and requested a roll call. The following individuals were in attendance:

Aldermen: Joanne Boulton, Alex Berger, Rich Lintz, Ira Berkowitz, and Michelle Harris

Absent: Mayor Harold Sanger

Alderman Berger moved to approve the May 9, 2017 minutes. Alderman Boulton seconded. The motion to approve the minutes passed unanimously on a voice vote. PUBLIC REQUESTS AND PETITIONS

Justin Kretchert addressed the Board inquiring about a business license application (Gateway Bowl) that he submitted three to four weeks ago and had not received a response. City Manager Owens requested that he leave his contact information and staff would follow-up. (Note: staff followed up with Mr. Kretchert and it was determined that he had submitted the license application to St. Louis County and that the business would be located in unincorporated Florissant.)

RECOGNITIONS

Chief Murphy presented a life-saving award to Office Mike Talbot. On Friday, January 13, while off-duty, Officer Mike Talbott drove up on an incident on Highway 70 west of I-270, in which the passenger of a vehicle had collapsed in a ditch along the shoulder of the roadway. Officer Talbott quickly assessed the situation, retrieved first aid equipment from his personal vehicle and took over aid to the victim, who was not breathing and had no pulse.

On Friday, January 13, while off-duty, Officer Mike Talbott drove up on an incident on Highway 70 west of I-270, in which the passenger of a vehicle had collapsed in a ditch along the shoulder of the roadway. Officer Talbott quickly assessed the situation, retrieved first aid equipment from his personal vehicle and took over aid to the victim, who was not breathing and had no pulse. The victim had overdosed on heroin and had an obstructed airway. Officer Talbott cleared his airway and, with the arrival of other police officers, Narcan was administered. The victim was prepared for conveyance to a hospital when he came to from the reversing effects of the Narcan. He was conveyed to the hospital and was fully conscious and alert. Excellent work by Officer Talbott! MOTION TO APPROVE THE APPOINTMENTS TO THE BOARDS AND COMMISSIONS

Alderman Boulton moved to approve the appointments to the Boards and Commissions. Alderman Berger seconded. The motion passed unanimously on a voice vote. ANNUAL REPORT TO THE BOARD OF ALDERMEN OF PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD ACTIVITIES CALENDAR YEAR 2016

Susan Istenes, Director of Planning, reported that Pursuant to the City’s Charter, Article IX. Section 2, the Board of Aldermen is hereby being presented with an annual report that outlines the City’s Plan Commission activities for the year 2016. During calendar year 2016, the Plan Commission/Architectural Review Board considered one hundred ten applications.
