Board of Aldermen In-Person and virtual Meeting August 12, 2025 7:05 p.m.

MINUTES

Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:

In person: Susan Buse, Becky Patel, Gary Feder, Rick Hummell, Jeff Yorg, and Mayor Bridget McAndrew.

Staff: City Manager Gipson, City Attorney O’Keefe, City Clerk Frazier, and Anna Krane, Director of Planning.

PUBLIC HEARING

AN ORDINANCE AMENDING CHAPTERS 405, 500 AND 605 OF THE CLAYTON CODE AND THE PLANNING DEPARTMENT FEE SCHEDULE PERTAINING TO SHORT-TERM DWELLINGS

Mayor McAndrew opened the public hearing and requested proof of publication.

City Manager Gipson reported that Clayton Tomorrow 2040 identified priorities for increasing vibrancy and activity Downtown. After the 2010 Downtown Master Plan, the city began allowing residential in Downtown to diversify the foot traffic and increase demand for retail. The Covid-19 pandemic further highlighted the need for diversifying foot traffic and activity within Downtown. Clayton Tomorrow 2040 also identifies a need to think more creatively about uses and repurposing of vacant office spaces. Following discussions held with the Board of Aldermen and the Plan Commission, staff drafted regulations to allow short-term residential rental units in Downtown. The proposed regulations seek to provide an additional use option for properties Downtown, while managing potential negative impacts of the use through permitting and inspection requirements.

Alderman Patel noted that she received a few emails regarding concerns of potential increase of police activity.

Alderman Buse introduced Bill No. 7081, amending Chapters 405, 500, and 605 of the Clayton City Code and The Planning Department Fee Schedule Pertaining to Short-Term Dwellings to be read for the first time by title only. Alderman Patel seconded.

City Attorney O’Keefe reads Bill No. 7081, first reading, an Ordinance Amending Chapters 405, 500 and 605 of the Clayton City Code and the Planning Department Fee Schedule Pertaining to Short-Term Dwellings by title only.

The motion passed unanimously on a voice vote.

Motion made by Alderwoman Buse that the Board give unanimous consent to consideration for adoption of Bill No. 7081 on the day of its introduction. Alderman Patel seconded.

The motion passed on a roll call vote: Alderman Buse – Aye; Alderman Feder – Aye; Alderman Patel – Aye; Alderman Hummell – Aye; Alderman Yorg – Aye; and Mayor McAndrew – Aye. The bill, having received majority approval, was adopted, and became Ordinance No. 6941 of the City of Clayton.

Motion made by Alderman Buse to approve the consent agenda. Alderman Patel seconded.

FY2025 3RD QUARTER FINANCIAL REPORT

City Manager Gipson provided a Powerpoint presentation to the Board on the FY2025 3rd Quarter Budget including the proposed ordinance for the 3rd Quarter Budget amendment.

Karen Dilber, Director of Finance, addressed the Board to answer questions.
