We informed you when we passed the rates on September 13, 2016 that we had not yet received the auditor’s review and there might be minor changes. We have just received those certified levies and there is a very slight change that must be adjusted prior to submitting the rates to St. Louis County on Monday, therefore this special meeting is required to repeal Ordinance No. 6442 and approve a new ordinance. There is one minor change in the levies which is a reduction in the Special Business District commercial property rate which is reduced by $0.001. Alderman Garnholz introduced Bill No. 6586, An Ordinance Levying And Establishing The Rate Of Annual Taxes For General Municipal Purposes; Police Building Debt Service; General Obligation Debt Service; And Special Business District Purposes To Be Collected By The City Of Clayton, Missouri, For The Year 2016, And Repealing Ordinance #6442 On The Same Subject reading for the first time by title only. Alderman Winings seconded. The motion passed unanimously on a voice vote. Alderman Garnholz moved that the Board give unanimous consent to consideration for adoption of Bill No. 6586 on the day of its introduction. Alderman Winings seconded. AN ORDINANCE TO CONSIDER LEVYING AND ESTABLISHING THE RATE OF ANNUAL TAXES FOR GENERAL MUNICIPAL PURPOSES; POLICE BUILDING DEBT SERVICE; GENERAL OBLIGATION DEBT SERVICE; AND SPECIAL BUSINESS DISTRICT PURPOSES TO BE COLLECTED BY THE CITY OF CLAYTON, MISSOURI, FOR THE YEAR 2016, AND REPEALING ORDINANCE #6442 ON THE SAME SUBJECT

Janet Watson reported that The Missouri State Auditor’s Office reviews and certifies all property tax levies for all political subdivisions statewide. After the City submits the calculated rates for review, the review process normally takes about two weeks. This year the auditor’s office had significant last minute staffing changes and they were very delayed in providing their reviews, especially for the more complex recoupment calculations. Alderman Garnholz – Aye; Alderman Winings – Aye; Alderman Berkowitz – Aye; and Mayor Sanger – Aye. The bill was adopted and became Ordinance No. 6453 of the City of Clayton.
