Alderman Garnholz – Aye; Alderman Winings – Aye; Alderman Berger – Aye; Alderman Lintz – Aye; Alderman Berkowitz – Aye; and Mayor Sanger – Aye. The bill was adopted and became Ordinance No. 6452 of the City of Clayton.

AN ORDINANCE TO CONSIDER AMENDING CHAPTER 350 OF THE CLAYTON CITY CODE TO ALLOW THE CITY MANAGER TO SET PARKING METER RATES, PARKING TIME LIMIT ZONES, AND ESTABLISH PARK ONCE ZONES

City Manager Owens reported that this ordinance was read for the first time and voted upon during the September 13, 2016 Board of Aldermen meeting. Tonight it is being considered for the second time. Staff recommends tabling the ordinance until the October 18, 2016 Board of Aldermen meeting.

Alderman Garnholz moved to table Bill No. 6575 to the October 18 BOA meeting. Alderman Winings seconded.

The motion passed unanimously on a voice vote.

Aldermen Garnholz, Winings, Berger, and Berkowitz commented that the Clayton High School Homecoming parade was fantastic.

Alderman Berkowitz reported that the Clayton Century Foundation Gifts Committee met and updated that the projects are taking shape and will come before the Board of Aldermen in the near future.

Mayor Sanger thanked the Board and staff for tonight’s meeting, noting that he was proud of the process.

City Manager Owens commented that this is a remarkable collaboration of the developer with the neighbors; he attended the ICMA Conference and shared that Clayton is already doing some “groundbreaking” processes that was presented at the conference.

SANGER: So let me just kind of set 5 the table here just a little bit and the reason that we 6 are here tonight. We are here because we are taking 7 under consideration the recommendation from the Plan 8 Commission to approve a Special Development District. 9 A Special Development District does not 10 have a lot of detail to it. What it does is it takes 11 the property and gives you an overview of what is going 12 to be anticipated for that property. 13 We're not talking about green versus blue. 14 We are talking about specific things that will give an 15 overview of what is going to happen to the property. 16 When we get -- if we, if we vote on it and 17 if it passes, it would then go back to the Plan 18 Commission for each of the four subdistricts to be 19 looked at individually. 20 That is where the detail will come in, on 21 where the buildings are, the details of how they 22 structure or traffic routes within the buildings or 23 things like that. So tonight, we are going to look at 24 bigger view and talk in generalities.
