November 11, 2020 — Meeting Transcript

This is a transcript of a November 11, 2020 joint meeting of the Board of Aldermen and the Plan Commission/ARB, drawn from a YouTube source. The excerpts cover a presentation and discussion of design guidelines for a development district, focusing on sidewalk activation, retail frontage (including a recommendation that at least 75% of ground‑floor facades be windows/doors), entries every 20–40 feet, balcony/street activation, and how to handle block‑by‑block variation. The record includes participants asking follow‑up questions, references to related topics such as murals, public art, and environmental/lighting ordinances, and no formal votes or numeric decisions beyond the cited 75% facade transparency and the suggested 20–40 foot entry spacing.

And we'll, we'll plan to, we're going to reconvene. Are we going to reconvened then? You said on November 19th or something. Is that what you said? No, you wanted comments by a week from Friday. Correct. That's that's comments by November the 19th. Um, H3 will take those comments. We'll review those and then figure out where to go with those final draft regulations. The other component that I need to have some discussion about with Susan Istenes and John and Tim is the public input component. You know, typically with something like this, you would have an open house. Of course, the pandemic has changed things. So there are a variety of options. But we do at some point need to figure out how to have some kind of public commentary on this outside of just the public hearings that would be held at the time the regulations are adopted. I think we probably need to seek some of that feedback before then. And I certainly know that we have some residents north of Maryland and Old Town and some other areas that are very interested in what's going on and kind of looking for that opportunity to participate. So I'll talk to John and Tim and Susan about that. We'll kind of formulate a plan here over the next week or so about how we're going to engage the community. But in the meantime, please submit those comments.
