City Manager Gipson also stated that the upcoming meeting dates of November 22 and December 27, both are around the holiday season and asked the Board if they would like to consider keeping those scheduled meeting dates or would like to cancel. Motion made by Alderman Lintz to approve the 2023 Board of Aldermen meeting schedule and cancel the November 22 and December 27, 2022, meetings. Alderman Berkowitz seconded. City Attorney O’Keefe reads Bill No. 6922, second reading, an Ordinance Authorizing an Agreement for the Installation of Poured-in-Place Surfacing at Tree Top Playground in Shaw Park by title only. The motion passed on a roll call vote: Alderman Lintz – Aye; Alderman Berkowitz – Aye; Alderman McAndrew – Aye; Alderman Buse – Aye; Alderman Patel – Aye; Alderman Feder – Aye; and Mayor Harris – Aye. The bill, having received majority approval was adopted and became Ordinance No. 6779 of the City of Clayton. A RESOLUTION TO CONSIDER APPROVING THE PURCHASE OF TWO ZOLL CARDIAC MONITORS AND ASSOCIATED EQUIPMENT

City Manager Gipson reported that the Fire Department’s cardiac monitors/defibrillators are on a seven-year replacement schedule within the Equipment Replacement Fund (ERF). In anticipation of the FY2023 purchase, the Fire Department staff conducted the research for replacement and were unanimous in the decision to recommend purchasing four Zoll X-Series Advanced cardiac monitor/defibrillators. Paul Mercurio, Assistant Fire Chief, was in attendance and addressed the Board to answer questions. Ernie Rhodes, Fire Chief, attended virtually to answer questions. Motion made by Alderman Lintz to approve Resolution No. 2022-22, an agreement to purchase Zoll Cardiac Monitors and associated equipment. Alderman Berkowitz seconded. The motion passed unanimously on a voice vote. A MOTION TO APPROVE AN APPOINTMENT TO THE SUSTAINABILITY ADVISORY COMMITTEE

City Manager Gipson reported that due to the recent resignation of a member of the Sustainability Committee, Deborah Grossman has expressed interest in being appointed to serve as a member.

The motion passed unanimously on a voice vote. A MOTION TO APPROVE AN APPOINTMENT TO THE SUSTAINABILITY ADVISORY COMMITTEE

City Manager Gipson reported that due to the recent resignation of a member of the Sustainability Committee, Deborah Grossman has expressed interest in being appointed to serve as a member. Motion made by Alderman Lintz to approve the appointment of Deborah Grossman as a member of the Sustainability Committee and shall be appointed as Chairman of same Committee. Alderman Berkowitz seconded. The motion passed unanimously on a voice vote. A MOTION TO APPROVE THE YEAR 2023 BOARD OF ALDERMEN MEETING SCHEDULE

City Manager Gipson reported that the 2023 Board of Aldermen meeting schedule is presented for approval prior to posting. The following calendar dates are scheduled: January 10, 2023

Alderman Buse reported on the following: • Clayton Community Foundation dedication of the Ralph Clayton portrait and its history • Clayton Chamber of Commerce “Best of Clayton” event

Alderman Patel reported on the following: • Thanks to staff of the great work done with the Sustainability Committee • Kudos to the Parks staff on a great soccer season • Clayton Community Foundation dedication of the Ralph Clayton history exhibit • October 24 marked the 77th Anniversary of the United Nations Day; event held at the International Institute; Clayton resident, Riz Khan, founder of Little Angels Foundation, was a panelist

Alderman Feder reported on the following: • Clayton Community Foundation groundbreaking of the Ralph Clayton history • Polo neighborhood annual meeting is scheduled October 27

Mayor Harris reported on the following: • Clayton Community Foundation dedication of the Ralph Clayton history exhibit; research provided by the Commemorative Landscape Task Force • Mayor’s Youth Advisory Council met last week; project(s) – creating an education module on Clayton local government; organizing a winter clothing drive • St. Louis Metro Mayors – discussion on stricter gun control laws; creating a Crime Task Force for Mayors to support the Police Department(s) Crime Task Force

Motion made by Alderman Feder that the Board adjourn to a closed meeting, with a closed vote and record, as authorized by Section 610.021(1), (2) and (3) Revised Statutes of Missouri, relating to legal issues, real estate and/or personnel, and to discuss matters related to negotiation of a contract pursuant to Section 610.021(12), RSMo. and/or proprietary information pursuant to Sec. 610.021(15), and/or information related to public safety and security measures pursuant to Section 610.021(18) and (19) RSMO. Alderman Patel seconded.

The motion passed on a roll call vote: Alderman Lintz – Aye; Alderman Berkowitz – Aye; Alderman McAndrew – Aye; Alderman Buse – Aye; Alderman Patel – Aye; Alderman Feder – Aye; and Mayor Harris – Aye.

The meeting adjourned at 7:54 p.m.
