Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:

Steve Arnold, 210 Brighton Way, addressed the Council with several concerns – parking attendants, handicap accessibility, telephones, streets, curbs, sidewalks, architectural and building review, monuments, traffic signals, Central Business District traffic, traffic enforcer(s), Maryland Avenue bike lanes. A PUBLIC HEARING AND AN ORDINANCE AMENDING CHAPTER 405 ZONING REGULATIONS AND RESIDENTIAL ZONING DISTRICTS, CHAPTER 410 OVERLAY AND URBAN DESIGN ZONING DISTRICTS, AND CHAPTER 430 STORM WATER CONTROL REQUIREMENTS
Mayor McAndrew opened the public hearing and requested proof of publication. Anna Krane, Director of Planning, addressed the Council providing a PowerPoint presentation (available in the City’s Clerk’s office). Nancy Georgen, owner of new build at 304 N. Central Avenue, addressed the Council with several concerns; the effective date and informing developers and architects; the urban heat island mitigation; tree canopy; percentage of green space. Motion made by Councilmember Patel to amend Bill No. 7123, to set the effective date to 30 days after the date of passage and move the proposed minimum green space from 50% to 45% in R3 before final passage. Councilmember Hummell seconded.

Motion made by Councilmember Patel that the effective date is 30 days from today and to modify Section 4, Chapter 405A, requiring a minimum of 45% of the total lot shall be covered by green space. Councilmember Buse seconded.

AN ORDINANCE FOR A CONDOMINIUM PLAT FOR THE PROPERTY ADDRESSED 8250 FORSYTH BOULEVARD
City Manager Gipson reported that this is an ordinance approving a condominium plat at the above-referenced location. The subject property comprises a multi-family structure with one commercial unit, 38 residential units and 82 parking spaces. The condominium development, known as Forsythia, a Planned Unit Development. On October 24, 2025, the applicant submitted an application, condominium plat, bylaws and declaration. Staff sent review comments in October and December 2025. Revised documents were provided on December 24, 2025. The revised plat is in compliance with applicable codes, ordinances and standards of Article III Condominiums and Condominium Building Conversions.

Councilmember Buse introduced Bill No. Bill No. 7124, approving a condominium plat for 8250 Forsyth Boulevard to be read for the second time by title only. Councilmember Patel seconded.

The bill, having received majority approval, was adopted, and became Ordinance No. 6983 of the City of Clayton.
AN ORDINANCE FOR A CONTRACT WITH GERSTNER ELECTRIC, INC. FOR THE CONSTRUCTION OF THE CLAYTON SIGNAL REPAIR – FY26 PROJECT
City Manager Gipson reported that the Public Works Department is requesting approval of a construction contract with Gerstner Electric, Inc. for the repair of traffic signal components near the intersection of South Brentwood Boulevard and Orlando Drive, which was damaged during the May 16, 2025, tornado.
Two responsive bids were received, and Gerstner Electric, Inc. submitted the lowest responsible Base Bid in the amount of $141,694.00.
There were four Add Alternates included in the bid package for the addition of accessible pedestrian signals (APS) and battery backup units to signals along South Brentwood Boulevard at the intersections of Shaw Park Drive, Walinca Drive, and Daytona. Gerstner Electric was also the lowest bidder when the four Add Alternates are included, with a total bid amount of $180,335.00.
City Staff recommends approval of the construction contract with Gerstner Electric, Inc. for the Base Bid and all four Add Alternates in the total amount of $180,335.00. Staff also requests authorization to approve change orders in an amount not to exceed $9,000.00 (5%) to be used to cover expenditures to correct unknown site issues that become apparent during the project.
