City Council In-Person and virtual Meeting January 13, 2026 7:00 p.m. MINUTES

Mayor McAndrew called the meeting to order and requested a roll call. The following individuals were in attendance:

In person: Susan Buse, Becky Patel, Gary Feder, Rick Hummell, Kami Waldman, and Mayor Bridget McAndrew. Staff: City Manager Gipson, City Attorney O’Keefe, City Clerk Frazier, and Assistant City Manager Burr. Absent: Jeff Yorg

OPEN FORUM

Steve Arnold, 210 Brighton Way, addressed the Council with several concerns – parking attendants, handicap accessibility, telephones, streets, curbs, sidewalks, architectural and building review, monuments, traffic signals, Central Business District traffic, traffic enforcer(s), Maryland Avenue bike lanes. A PUBLIC HEARING AND AN ORDINANCE AMENDING CHAPTER 405 ZONING REGULATIONS AND RESIDENTIAL ZONING DISTRICTS, CHAPTER 410 OVERLAY AND URBAN DESIGN ZONING DISTRICTS, AND CHAPTER 430 STORM WATER CONTROL REQUIREMENTS

Mayor McAndrew opened the public hearing and requested proof of publication. Anna Krane, Director of Planning, addressed the Council providing a PowerPoint presentation (available in the City’s Clerk’s office). Nancy Georgen, owner of new build at 304 N. Central Avenue, addressed the Council with several concerns; the effective date and informing developers and architects; the urban heat island mitigation; tree canopy; percentage of green space. Motion made by Councilmember Patel to amend Bill No. 7123, to set the effective date to 30 days after the date of passage and move the proposed minimum green space from 50% to 45% in R3 before final passage. Councilmember Hummell seconded.

Councilmember Hummell seconded. Motion made by Councilmember Buse to the proposed amendment to have the effective date 30 days from today’s date. Councilmember Waldman seconded. Motion passed on a roll call vote 4 – Ayes; 2 – Nayes (Patel and Hummell). Motion made by Councilmember Patel that the effective date is 30 days from today and to modify Section 4, Chapter 405A, requiring a minimum of 45% of the total lot shall be covered by green space. Councilmember Buse seconded.

The motion passed unanimously on a voice vote.

Mayor McAndrew closed the public hearing.

Councilmember Buse introduced Bill No. 7123, approving text amendments to Chapter 405, Chapter 410, and Chapter 430 related to storm water control as amended to be read for the first time by title only. Councilmember Patel seconded.

City Attorney O’Keefe reads Bill No. 7123, first reading, an Ordinance Amending Chapter 405, Chapter 410 and Chapter 430 to Adopt Revised Greenspace and Storm Water Management Regulations as amended by title only.

The motion passed unanimously on a voice vote.
