AN ORDINANCE TO CONSIDER APPROVING AN INTERGOVERNMENTAL AGREEMENT TO PROVIDE FOR A SHARED FIRE TRAINING OFFICER WITH THE CITIES OF BRENTWOOD & MAPLEWOOD

City Manager Owens reported that as part of the ongoing activities of the area fire chiefs to improve services to our citizens an opportunity to improve the provision of training our firefighters has been identified - the creation of a shared Fire Training Officer between the cities of Brentwood, Clayton and Maplewood. This concept has been extensively researched by the Fire Chiefs and a proposal on this shared service presented to the City Managers of the respective communities.

The area fire departments have had a decade’s long practice of sharing training, but the lack of a single formal training program manager has meant that there was not always consistency in the delivery of these programs. A centralized training records manager will provide training programs and documentation needed for Fire Service and Emergency Medical Service accreditation which Clayton is pursuing. This situation will now occur with a full-time dedicated Fire Training Officer overseeing our training program.

Our share of this position is included in the recently approved budget. Brentwood has considered it in a first reading and Maplewood is holding the third reading for approval tonight.

Recommendation is to approve the ordinance authorizing the City Manager to enter into an Intergovernmental Agreement with the Cities of Brentwood and Maplewood for a Shared Fire Training Officer.

In response to Alderman Garnholz’s question, City Manager Owens stated that the cities of Richmond Heights and Rock Hill have expressed an interest, but currently have other obligations. Clayton will initially make the decision for the employee selection with the other cities sharing associated costs. AN ORDINANCE TO CONSIDER APPROVING AN INTERGOVERNMENTAL AGREEMENT TO PROVIDE FOR A SHARED RESERVE FIRE ENGINE WITH THE CITY OF MAPLEWOOD

City Manager Owens reported that as part of standard fire department operations the City chooses to operate two fire apparatus. Standard practice dictates that in order to maintain two operational fire apparatus that reserve apparatus be immediately available at a ratio of one reserve for every five in-service apparatus. We have historically borrowed other City’s reserve fire trucks as we do not have a facticity to store the reserve unit and have not had an apparatus suitable to keep as a reserve unit.

We have replaced our current front line fire truck, a 2006 KME Predator, with a 2016 KME. As part of the planning for this replacement the Public Works and Fire Departments conducted an assessment of the 2006 Fire Tuck and determined that it would have the ability to serve as a reserve apparatus. This provided us the opportunity to have a reserve a fire apparatus, but we lacked a storage location. As part of the ongoing shared services discussions among nearby fire chiefs the possibility of sharing a reserve apparatus between Maplewood and Clayton was explored and is believed to be operationally feasible and provides economic advantages to both Cities.

Clayton’s 2006 KME Predator is newer and has improved capabilities compared to the 1992 Pierce Dash currently owned by Maplewood; and this shared apparatus will benefit the citizens of both communities. Staff recommends making the Clayton 2006 KME available as a resource shared between Clayton and Maplewood as provided in the attached Intergovernmental Agreement, to be jointly maintained with Maplewood.

Recommendation is to approve the ordinance authorizing the City Manager to enter into an Intergovernmental Agreement with the City of Maplewood for a Shared Reserve Fire Engine

Mayor Sanger thanked the Board and staff for tonight’s meeting, noting that he was proud of the process. City Manager Owens commented that this is a remarkable collaboration of the developer with the neighbors; he attended the ICMA Conference and shared that Clayton is already doing some “groundbreaking” processes that was presented at the conference.
