Chairman Rick Bliss called the meeting to order at 5:00 pm.

1. Minutes from March 3, 2024, were presented for approval. Liza Streett made a motion to approve the minutes with corrections. Bryce Woollen seconded the motion. The motion carried unanimously.

2. An appeal from Arthur Kotets, Applicant, on behalf of Arko Realty Group LLC, Owner of 917 Concordia Lane, for the following variances from the City of Clayton’s Zoning Regulations:

A ten (10) percent variance from the fifty-five (55) percent total impervious coverage requirement, Section 405.2380.A of Article XVI (“R-5”) Medium-Low density Multiple- Family Dwelling District, to allow sixty-five (65) percent of the lot to be covered with impervious material.

A 186 square foot variance from the required 1,500 square feet per dwelling unit in a multiple dwelling unit structure, Section 405.2360.A of Article XVI (“R-5”) Medium-Low Density Multiple-Family Dwelling District to allow for the construction of a four-unit building on the 5,814 square foot lot.

Aurthur Kotets, Applicant, was present on behalf of the application. The board discussed the application with the project representative. Public comments were heard.

Bryce Woollen seconded the motion. The motion did not carry with one vote in favor and four votes opposed.
