Chairman Gary Soule called the meeting to order at 4:58 pm.
Minutes from March 3rd, 2022 were presented for approval. Board members noted corrections needed. Rick Bliss made a motion to approve the minutes with corrections. Liza Streett seconded the motion. The motion carried unanimously.
Minutes from September 1st, 2022 were presented for approval. Board members noted corrections needed. Rick Bliss made a motion to approve the minutes with corrections. Liza Streett seconded the motion. The motion carried unanimously.
1. An appeal from Chris Pike, Applicant, on behalf of Bob and Emily Koplar, Owners, of 711 Middle Polo Drive for the following variances from the City of Clayton’s Zoning Regulations to allow for the construction of a garage and residential addition: A 2-foot 8-inch variance from the required side yard setback of 7 feet 2 inches, Section 405.1900.A.3 of Article XIII “R-2” Single-Family Dwelling District. A 30-foot 2-inch variance from the required front yard setback of 39 feet and 7 inches, Section 405.1900.A.1 of Article XIII “R-2” Single-Family Dwelling District. Chairman Soule swore in the witnesses. On behalf of the city, Kevin O’Keefe offered the following exhibits into the record which were admitted without objection: Exhibits A. Cristopher Pike presented to the Board. The Board discussed the item with Mr. Pike, Emily and Robert Koplar, staff, and Mr. O’Keefe. Rick Bliss made a motion to approve a 2-foot 8-inch variance from the required side yard setback of 7 feet 2 inches, Section 405.1900.A.3 of Article XIII “R-2” Single-Family Dwelling District. Anne Bishop seconded the motion. The motion carried unanimously. Rick bliss made a motion to approve a 30-foot 2-inch variance from the required front yard setback of 39 feet 7 inches, Section 405.1900.A.1 of Article XIII “R-2” Single-Family Dwelling District. Anne Bishop seconded the motion. The motion carried unanimously. 2. An appeal from Michael Byrd, Applicant, of 6305 North Rosebury Avenue for the following variance from the City of Clayton’s Zoning Regulations to allow for the construction of a surface parking lot: A 16.6 percent variance from the required lot coverage limit of 55 percent to allow for a total coverage of 71.6 percent, Section 405.2380.A of Article XVI “R-5” Medium-Low Density Multiple-Family Dwelling District. Michael Byrd presented to the Board. The Board discussed the item with Mr. Bird, Richard Lottes, staff, and Mr. O’Keefe. The applicant and board discussed some confusion as to the details of the variance application. Mr. O’Keefe questioned the applicant as to the hardship the property owner was experiencing. The applicant expressed that they did not receive the staff report. Following the discussion, the applicant elected to withdraw their application before the board.
Liza Streett made a motion to adjourn the meeting. Rick Bliss seconded the motion. The meeting adjourned at 6:33pm.
