Chairman Gary Soule called the meeting to order at approximately 17:04.

Meeting minutes of November 4, 2021 were approved with minor corrections.

AN APPEAL FROM NOEL AND BARBARA MARTIN, APPLICANTS/OWNERS OF 7624-7626 WYDOWN BOULEVARD, TO REQUEST A USE VARIANCE IN ORDER TO ALLOW FOR THE SECOND FLOOR OF THE BUILDING TO BE USED AS RESIDENTIAL APARTMENT. SAID PROPERTY IS ZONED C-1 “NEIGHBORHOOD COMMERCIAL DISTRICT”; RESIDENTIAL USES ARE NOT PERMITTED IN THE C-1 ZONING DISTRICT PER SECTION 405.2940 OF ARTICLE XIX “C-1” NEIGHBORHOOD COMMERCIAL DISTRICT.

On behalf of the city, Kevin O’Keefe entered the following exhibits into the record: Exhibit A – City Code of Clayton MO Exhibit B – Chapter 405, Zoning Regulations Exhibit C – Article VI of Chapter 406 Exhibit D – Section 405.2940 of Code of Ordinances Exhibit E – Comprehensive Plan of City of Clayton Exhibit F – Petition filed with Board of Adjustment with respect to this matter Exhibit G – Staff Report Exhibit H – Files of Planning Department including Denial Letter

Noel and Barbara Martin summarized the project and requested variance.

Chairman Soule questioned the address of the building and its location.

Barry Nelson commented on the current zoning of the neighborhood.

No questions from the Board members.

Chairman Soule questioned Annisa Kumerow regarding the requested variance.

Chairman Soule asked the applicants if any changes were being proposed to the exterior of the building.

Barry Nelson noted they wanted to upgrade the windows.

Chairman Soule confirmed with the applicants that they did not present any alternatives.

Mary DeBenedetti asked if the applicants if they would have central air as opposed to window units.

Barry Nelson noted there would not be window units for purposes of air conditioning the space.

Rick Bliss moved to variance from Section 405.2940 to allow for a single residential apartment located at 7624-7626 Wydown Boulevard. Mary DeBenedetti seconded motion. Motion passed unanimously.

A motion was made to adjourn the meeting, which was approved unanimously, and the meeting adjourned at 5:40 p.m.
