CHAIRMAN SOULE called the meeting to order at approximately 17:09.
All listed above answered roll call.

An appeal from Taylor Hutson, Applicant, on behalf of Theodore Povinelli and Lizette Alvarez, owners, of 12 Hillvale Drive for the following variance from the City of Clayton’s Zoning Regulations to allow for the construction of a second unit carriage house:
A 19 foot variance from the required front yard setback of 60 feet, Section 405.330.A.7 of Article II, General Regulations.

Chairman Soule asked if the City had any exhibits to present with regards to this appeal.
Kevin O’Keefe presented the following exhibits:
City of Clayton Code of Ordinances & Master Plan Application for Zoning Review & Zoning Review Denial Letter Application for Appeal Property Survey Site Plan, and elevation submitted by applicant Staff Report Files plans and records pertaining to the subject property
Chairman Soule – Asked if the applicant had any objections to the City’s exhibits
TP – No objections.
Chairman Soule – NOTED the City’s exhibits will be included in this record.
TH and TP– made presentation regarding request for variance application for the subject property.

RICK BLISS – I MAKE A MOTION TO APPROVE A 19 FOOT VARIANCE FROM THE REQUIRED FRONT YARD SETBACK OF 60 FEET TO ALLOW FOR THE CONSTRUCTION OF A TWO STORY 3 CAR DETACHED GARAGE

WITH A SECOND STORYCARRIAGE HOUSE UNIT TO BE SET BACK 41 FEET FROM THE FRONT YARD PROPERTYLINE SETBACK ON A CORNER AT 12 HILLVALE DRIVE PURSUANT TO SECTION 405. (H)1900.A.1 AND LOT.405.330.(a).7

An appeal from Mark and Mary Catherine Leeker, Applicants/owners, of 21 Dartford Avenue for the following variance from the City of Clayton’s Zoning Regulations to allow for the construction of an addition on top of an existing structure.
A 4 foot 8⅝ inch variance from the required side yard setback of 10 feet, Section 405.1900.A.3 of Article XIII “R-2” Single-Family Dwelling District.
Chairman Soule asked if the City had any exhibits to present with regards to this appeal.

All those wishing to speak were sworn in by Kari Cranford.
Applicant Mark Leeker (ML) 7103 Maryland Ave gave presentation on requested variance. Christ Marshall, Architect, 75 W. Lockwood Ave, Suite 240 St. Louis also commented onthe project.
Stan Mulvihill 16 Arundel, trustee of Hillcrest neighborhood spoke in favor of the variance request.
Rick Bliss – I make a motion to move for approval for a 5 foot 3 and 3/8 inch variance from the required 10 foot side yard setback to allow an existing single family dwelling unit to remain as bult and to allow for a two story addition both to be setback 4 feet 8 and 5/8ths inches from the south side property line At 21 Dartford Avenue pursuant to Section 405.1900.3.

MOTION PASSES UNANIMOUSLY APPEAL GRANTED.
