Minutes I. Roll Call

II. Minutes – Regular meeting of 02/02/2026 Minutes were presented from the meeting on February 2nd, 2026. Helen DiFate made a motion to approve the minutes as submitted. Jim Arsenault seconded the motion. The motion carried unanimously.

III. Open Forum No members of the audience elected to participate in the Open Forum.

IV. Business Matters

NEW BUSINESS 1. 6500 Forsyth – Site Plan Review – New Residential (00:01:26) Consideration of a request by Ross Welch, Applicant, on behalf of Washington University, Owner, for site plan review of new dormitories.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following conditions: 1) The applicant shall file a deed restriction with the St. Louis County recorder of deeds noting the location and maintenance requirements of the underground stormwater detention system, and shall submit proof of filing to staff prior to issuance of a building permit. If a maintenance agreement is required to be executed and recorded by MSD, proof of such can be provided to the city in lieu of a separate deed restriction to meet the city’s requirements. 2) Any improvements to Forsyth Boulevard and/or the intersection with Wallace Drive recommended as a result of the traffic/pedestrian impact study shall be incorporated with construction permits and coordinated with the Public Works Department.

3) The applicant shall present certification of DarkSky International OSL Compliant Design prior issuance of a building permit, and shall present certification of DarkSky International Compliant Installation within 6 months of project completion. Multiple project representatives were present, with the primary speakers including JoAnna Schooler and Christiana Moss. The PC-ARB discussed the application with the project representatives. Public comments were heard. DISCUSSION SESSION 1. Comprehensive Plan Implementation (01:20:46) An overview of the Clayton 2040 comprehensive plan and associated implementation projects including a discussion of amendments to Planned Unit Development (PUD) regulations.

Anna Krane provided a presentation summarizing the Clayton 2040 comprehensive plan and potential changes to the Planned Unit Development system. The PC-ARB discussed the presentation with staff.
