3. An appeal submitted by Dan Jay, architect on behalf of the St. Louis County Library District for a 3-foot variance from the required 20-foot rear yard setback to allow the construction of a new Mid-County Library building at 7821 Maryland Avenue.

4. An appeal submitted by Kent & Jeannine Kalkwarf, owner, for a 5-foot variance from the required 5-foot side yard setback and for a 6.15-foot variance from the required rear yard setback allowance of 21.15-feet [for uncovered decks] to allow the (re)construction of a deck at 168 North Central Avenue.
