MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD November 18, 2024 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 5:30 p.m. at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

PRESENT Bridget McAndrew, Aldermanic Representative Bob Denlow Helen DiFate Kami Waldman Jim Arsenault David Gipson, City Manager

ABSENT Steve Lichtenfeld, Chair

ALSO IN ATTENDANCE Anna Krane, Director of Planning & Development Ryan Helle, Planner Kevin O’Keefe, City Attorney

MINUTES Regular meeting of 11/04/2024

Bob Denlow made a motion to approve the minutes as submitted. Helen DiFate seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 808 Francis Place – Architectural Review – Exterior Alteration (00:01:19) Consideration of a request by Richard Mayfield, Applicant, on behalf of Platinum Homes & Properties LLC, Owner, for revision of rear façade materials.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Richard Mayfield, Applicant/Owner, was present on behalf of the project. PC-ARB discussed the item with the project representative. Bob Denlow made a motion to approve as submitted. Helen DiFate seconded the motion. The motion carried with five votes in favor and one opposed. .

2. 917 Concordia Lane – Site Plan Review – New Multi-Family (00:07:14) Consideration of a request by Arthur Kotets of Arko Group, Applicant/Owner, for site plan review associated with a new multi-family structure.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition:

staff prior to issuance of a Building Permit.

Arthur Kotets, Applicant/Owner, and Clay Vance, Architect, were present on behalf of the project. PC-ARB discussed the item with the project representatives. Public comments were heard. Bob Denlow made a motion to approve with the following condition:

staff prior to issuance of a Building Permit. Helen DiFate seconded the motion. The motion carried unanimously.

3. 917 Concordia Lane – Architectural Review – New Multi-Family (00:43:24) Consideration of a request by Arthur Kotets of Arko Group, Applicant/Owner, for review of design and materials associated with a new multi-family structure.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Arthur Kotets, Applicant/Owner, and Clay Vance, Architect, were present on behalf of the project. PC-ARB discussed the item with the project representatives. Public comments were heard. Bob Denlow made a motion to continue the item to a later meeting date. Helen DiFate seconded the motion. The motion carried unanimously.
