MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD November 6, 2023 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 10/16/2023

Carolyn Gaidis made a motion to approve as submitted. Bob Denlow seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 8420 KINGSBURY BLVD - Architectural Review Board - Alteration/Exterior Renovation (00:03:00) Consideration of a request by Dan Compton, Applicant, on behalf of Catherine and James Miller, Owners, for review of design and materials associated with exterior alterations.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the condition that the hedgerow be maintained as not to exceed three and a half feet in height. Lauren Strutman and Jim Miller were present on behalf of the application. PC-ARB discussed the item with the project representatives. Carolyn Gaidis made a motion to approval with the condition that the hedgerow be maintained as not to exceed three and a half feet. Bob Denlow seconded the motion. The motion carried unanimously.

2. 7822 BONHOMME AVE - Architectural Review Board - Alteration/Exterior Renovation (00:10:00) Consideration of a request by Gina Gamblin, Applicant, on behalf of Carbon Members Club LLC, Owner, for review of design and materials pertaining to exterior alterations.

3. 7827 DAVIS DR - Conditional Use Permit - Residential CUP (00:20:00) Consideration of a request by Thomas Guignon, Applicant/Owner, for review of a proposed Conditional Use Permit pertaining to an Accessory Dwelling Unit.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval to the Board of Alderman with the following conditions:

St. Louis County Recorder of Deeds office and submit proof of the required deed restriction to the City prior to the issuance of a Building Permit.

4. 7827 DAVIS DR - Architectural Review Board - New Residential Addition (00:24:00) Consideration of a request by Thomas Guignon, Applicant/Owner, for review of design and materials associated with a residential addition.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the condition that plans be updated to reflect intended landscaping. Thomas Guignon, Robert Srote, and Tom Roberts were present on behalf of the application. PC-ARB discussed the item with the project representatives. Carolyn Gaidis made a motion approve with the condition that the plans be updated to reflect intended landscaping. Bob Denlow seconded the motion. The motion passed unanimously.

DISCUSSION SESSION

Discussion of updates to the Architectural Review Guidelines pertaining to permitted materials and approval processes.

Ryan Helle provided a summary of the staff report with a request for feedback on the current drafts of the Architectural Review Guidelines. PC-ARB discussed the drafts with staff and provided comments for revision.
