Minutes from January 9th, 2025, were presented for approval. Bryce Woollen made a motion to approve the minutes as submitted. Liza Streett seconded the motion. The motion carried unanimously.
2. 8041 Venetian Drive – Area Variance An appeal from Lorraine Cohen, Applicant, on behalf of Li Xiaoling and Duan Ye, Owners, for the following variance from the City of Clayton’s Zoning Regulations to allow for a boundary adjustment plat:
A 1,409 square foot variance from the required minimum lot size of 7,500 square feet, Section 405.1870 of Article XIII (“R-2”) Single-Family Dwelling District
Rebecca Brewer swore in all those present wishing to speak on the appeal. Kevin O’Keefe entered the exhibits into the record. Lorraine Cohen, Applicant, and John Stone, project representative, were present. The board discussed the appeal with the project representatives. The item was paused to allow the applicant to contact the property owner of 8041 Venetian Drive. Following the completion of Agenda Item 3, the discussion resumed. Bryce Woollen made a motion to continue the appeal to the July meeting date. Liza Streett seconded the motion. The motion carried unanimously.
3. 408 South Hanley Road – Area Variance An appeal from Mark Bircher, Applicant, on behalf of Laishang P. Zhang, Owner, for the following variance from the City of Clayton’s Zoning Regulations:

The motion carried unanimously.
3. 408 South Hanley Road – Area Variance An appeal from Mark Bircher, Applicant, on behalf of Laishang P. Zhang, Owner, for the following variance from the City of Clayton’s Zoning Regulations:
A 15.58 percent variance from the maximum impervious lot coverage of 55 percent, Section 405.2200 of Article XV (“R-4”) Low Density Multiple-Family Dwelling District to allow a total lot overage of 70.58 percent.
Rebecca Brewer swore in all those present wishing to speak on the appeal. Kevin O’Keefe entered the exhibits into the record. Mark Bircher, Applicant, was present. The board discussed the appeal with the applicant. Liza Streett made a motion to approve a 16.9 percent variance from the maximum impervious coverage of 55 percent, Section 405.2200 of article XV (“R-4”) Low Density Multiple-Family Dwelling District to allow a total lot overage of 70.58 percent. Bryce Woollen seconded the motion. The motion did not carry with one vote in favor and four votes opposed.
