Access from Dartford Avenue shall be restricted for pedestrians only. Access from Concordia Lane shall be restricted for emergency vehicles. 12) Existing visual and auditory buffers along the boundaries of the CUP shall be maintained per existing conditions and enhancement or modifications may be required in response to future construction projects to mitigate impacts identified during site plan review of such project. 13) Trash, recycling, and mechanical equipment shall be screened from view from outside of the subject property. 14) The property shall be improved and operated in accordance with the application and plans dated March 31st, 2026, as filed with the City of Clayton. 15) The area governed by the CUP may be used for institutional purposes and accessory uses that directly support the education, healthy, safety, and wellbeing of the students and residents including office, childcare, utilities, recreation, housing, parking, and worship. Jim Arsenault seconded the motion. The motion carried unanimously.

3. 1 North Central Avenue – Architectural Review – Exterior Alteration Consideration of a request by Jack Sorrentino, Applicant, on behalf of Hoffman Commercial Real Estate, Owner, for review of a proposal to repaint the structure’s exterior.

Ryan Helle provided a summary of the staff report with a recommendation to approve with the following condition: 1) The paint shall not cover any portion of the exposed mural on the north side. Marnie Miceli-Clark was present on behalf of the application. The PC-ARB discussed the application with the project representative. Helen DiFate made a motion to approve with the following conditions: 1) The paint shall not cover any portion of the exposed mural on the north side. 2) The west wall will be painted in its entirety. 3) A warmer white color will be submitted to staff for review. Jim Arsenault seconded the motion. The motion carried unanimously.

4. 125 Hunter Avenue – Architectural Review – Fencing Consideration of a request by Dan Wrablik, Applicant, on behalf of Caliber Collision, Tenant, for review of design and materials associated with new fencing.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Dan Wrablik was present on behalf of the application. The PC-ARB discussed the application with the project representative. Helen DiFate made a motion to approve as submitted. Jim Arsenault seconded the motion. The motion carried with five votes in favor.

II. Minutes – Regular meeting of 03/30/2026 Minutes were presented from the meeting on March 30th, 2026. Helen DiFate made a motion to approve the minutes as submitted. Jim Arsenault seconded the motion. The motion carried unanimously.

III. Open Forum No members of the audience elected to participate in the Open Forum.

IV. Business Matters

NEW BUSINESS 1. 7645 Wydown Boulevard – Conditional Use Permit - Restaurant Consideration of a request by Tom McGraw, Applicant, on behalf of Gigi’s Café, Tenant, for review of a Conditional Use Permit to operate a restaurant.

Ryan Helle provided a summary of the staff report with a recommendation to recommend approval to the City Council as submitted. Matt McGuire was present on behalf of the application. The PC-ARB discussed the application with the project representative. Public Comments were heard. Helen DiFate made a motion to recommend approval of the CUP to the City Council as submitted. Jim Arsenault seconded the motion. The motion carried unanimously.

2. 801 Seminary Place – Conditional Use Permit – University/Institution Consideration of a request by Angie Eslinger, Applicant, on behalf of Concordia Seminary, for review of a Conditional Use Permit to govern redevelopment of existing uses on the site.

Jim Arsenault seconded the motion. The motion carried unanimously.

2. 801 Seminary Place – Conditional Use Permit – University/Institution Consideration of a request by Angie Eslinger, Applicant, on behalf of Concordia Seminary, for review of a Conditional Use Permit to govern redevelopment of existing uses on the site.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Mike Antkowiak and John Simanowitz were present on behalf of the application. The PC-ARB discussed the application with the project representatives. Helen DiFate made a motion to approve as submitted. Jim Arsenault seconded the motion. The motion carried unanimously.

PUBLIC HEARING

A proposal to amend Sections 405.3690 through 405.4020 to revise requirements and procedures for outdoor dining.

Hobie Kropp provided a summary of the staff report with a recommendation to recommend approval of the text amendment to the City Council. The PC-ARB discussed the text amendment with staff. Helen DiFate made a recommendation to recommend approval to the City Council as submitted. Jim Arsenault seconded the motion. The motion carried unanimously.
