MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD NOVEMBER 15, 2021 ZOOM MEETING
The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 1730 hours via a zoom meeting. Upon roll call, the following responded:
Present: Steve Lichtenfeld, Chairman David Gipson, City Manager Ira Berkowitz, Aldermanic Representative Helen DiFate Bob Denlow Carolyn Gaidis George Hettich
Also in Attendance: Susan M. Istenes, AICP, Planning Director Annisa Kumerow, Principal Planner Stephanie Karr, City Attorney
MINUTES The minutes from November 1, 2021 were approved unanimously. Steve Lichtenfeld, Chairman welcomed everyone to the meeting.
OLD BUSINESS 41 S CENTRAL AVENUE– ARCHITECTURAL REVIEW – SIGNAGE
Consideration of a request by Charles Henderson, Chief Information Officer, Applicant, on behalf of St. Louis County, Owner, for review of the design and materials associated with the installation of three 85 inch televisions mounted to the exterior of the County Administrative Building. Annisa Kumerow summarized the staff report. Charles Henderson, St. Louis County, was present. Charles Henderson confirmed staff conditions are acceptable to the County.

Steve Lichtenfeld – asked questions about the placement of the tv’s on the wall and asked if there was general lighting above them in building overhang. Charles Henderson -noted there is no overhang on the building. Carolyn Gaidis – asked about the number of signs – why 3. Charles Henderson – noted the sized and amount of material and content to be announced on the signage, due to 60 plus boards and commissions and other public bodies. Carolyn Gaidis – asked about potential damage to screens. Charles Henderson -noted they are rated for outdoor use. Bob Denlow – no comments. George Hettich – no comments. Helen DiFate – asked if screens would be blacked out if amount of content is small and screens not needed. Ira Berkowitz – questioned the ability to regulate forms of speech on signs. Stephanie Karr- noted this type of electronic signage can be placed and regulated on public property for governmental speech. David Gipson – no questions. Steve Lichtenfeld – questioned time limits, vertical placement of content. Carolyn Gaidis – asked if and where this type of signage has been placed elsewhere in the County. Charles Henderson – noted this is the first location in St. Louis County. Hearing no further questions or comments from the Board and hearing no comments from the audience, Carolyn Gaidis, made a motion to approve the three staff recommendations. Helen DiFate seconded the motion; the motion was unanimously approved by the Board. OTHER BUSINESS Chairman Lichtenfeld noted Patty DeForrest is in the audience and asked if she would like to speak. Patty DeForrest – made a request for representation from the PC/ARB for the proposed Livable Community Master Plan selection committee. Carolyn Gaidis – volunteered to participate on the selection committee.
Plan Commission member Bob Denlow presented the code section Article I – Land Use Code General Provisions.
