August 15, 2022 — Meeting Transcript

This is a transcript of the Clayton Plan Commission/Architectural Review Board meeting held August 15, 2022. It records roll call and approval of prior minutes, discussion of several development items including a rooftop solar panel variance request for 750 Winokur Drive, design and material reviews (including façade/parking garage artwork and a permeable BMP/stormwater detail), tree protection/drip-line limits during driveway work, and a site plan review for a larger garage. The excerpts show motions, seconds, and votes to approve minutes and to approve one project with added conditions (including a prohibition on Vinca and Creeping Jenny), and a motion to table another item to a date uncertain; no tax or levy figures are included.

Good evening everyone and welcome to the August 15th Plan Commission meeting. If you have any cell phones or any other electronic gadget here in council chamber, please silence it. For anyone on Zoom, I don't see anyone right now. They can raise their hand of course when necessary. We'll start with the roll call. Steve Lichtenfeld. Here. Carolyn Gatiss. Here. Bob Denlow. Here. Helen DeFay. Here. Kimmy Waldman. Ira Berkowitz. David Gipson. Here. Okay, we have meeting minutes from the previous meeting on August 1st. Are there any corrections to it? No. Okay. Do we have a motion? I'll make a motion to approve the minutes. Second. All in favor? Aye. Opposed? Okay. We'll start out with Old Business, and that's 750 Winokur Drive is the applicant here. Okay, good evening, Mr. Zhang. We're going to begin with the staff report and we'll get back with you in a minute. Ryan. The owner of the property located on Winokur Drive has proposed six rooftop solar panels on the west street facing portion of the home's pitched roof and eight solar panels on the east facing rear roof. Currently, Solar panels are not permitted on roofs facing the street unless approved through a variance or alternative compliance. This item was first introduced in May of this year and was continued through several meetings to consider options and to allow the sustainability committee to examine current renewable energy policy. Gareth J.
