This document is the minutes of the City Plan Commission/Architectural Review Board meeting held October 6, 2025. MINUTES CITY PLAN COMMISSION/ARCHITECTURAL REVIEW BOARD October 6, 2025 CITY HALL CHAMBERS/ZOOM MEETING

The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 5:30 p.m. at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 09/15/2025

Minutes were presented from the meeting on September 15th. Corrections were noted. Helen DiFate made a motion to approve the minutes as corrected. Susan Buse seconded the motion. The motion carried unanimously.

NEW BUSINESS

1. 7931 Forsyth Boulevard – Conditional Use Permit – Short Term Rental (00:02:50) Consideration of a request by David Schlafly, Applicant/Owner, for review of a Conditional Use Permit to allow short-term rental residential use on the subject property.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval to the Board of Alderman as submitted. Davis Schlafly, Applicant, was present on behalf of the application. PC-ARB discussed the application with the applicant. Helen DiFate motion to recommend approval of the CUP as submitted to the Board of Alderman. Susan Buse seconded the motion. The motion carried unanimously.

2. 500 South Hanley Road – Minor Subdivision Plat – Lot Consolidation (00:12:04_ Consideration of a request by Zoe Wang, Applicant/Architect, on behalf of Hanley Realty LLC, Owners, for review of a Minor Subdivision Plat to consolidate two lots.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval with the following conditions:

for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and

for the appropriate City of Clayton signatures per the Subdivision Ordinance requirements after Board of Aldermen approval; and

for construction or demolition permits for the property. Susan Buse seconded the motion. The motion carried unanimously.

3. 500 South Hanley Road – Architectural Review – Commercial Addition & Exterior Alterations (00:18:10) Consideration of a request by Zoe Wang, Applicant/Architect, on behalf of Hanley Realty LLC, Owners, for review of design and materials associated with a commercial addition and exterior alterations.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Gordon Spring, owner of Hanley Realty, and Zoe Wang, Architect/Applicant, were present on behalf of the application. PC-ARB discussed the application with the project representatives. Helen DiFate made a motion to continue the item to allow for revisions. Susan Buse seconded the motion. The motion carried unanimously.
