The City Plan Commission/Architectural Review Board of the City of Clayton, Missouri, met on the above date at 17:30 hours at the CITY HALL CHAMBERS/via ZOOM meeting. Upon roll call, the following responded:

MINUTES Regular meeting of 7/3/2023

Helen DiFate motioned to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

NEW BUSINESS 1. 7810A Forsyth Boulevard – Plan Commission – Restaurant Conditional Use Permit Consideration of a request by Nicole Johnson, Applicant, on behalf of Barcelona, Tenant, for review of a restaurant conditional use permit.

Ryan Helle provided a summary of the staff report with a recommendation that the Plan Commission recommend approval of the Conditional Use Permit to the Board of Alderman. Nicole Johnson was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to recommend approval of the Conditional Use Permit to the Board of Alderman. Bridget McAndrew seconded the motion. The motion carried unanimously.

2. 7810A Forsyth Boulevard – Architectural Review – Alteration/Exterior Renovation Consideration of a request by Nicole Johnson, Applicant, on behalf of Barcelona, Tenant, for review of a design and materials associated with exterior alterations associated with a proposed restaurant.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Nicole Johnson was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

3. 7908 Kingsbury Boulevard – Architectural Review – Alteration/Exterior Renovation Consideration of a request by Lori Goodman, Applicant, on behalf of Taylor Park Condo Association, Owner, for review of design and materials associated with siding replacement and the use of vinyl.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Lori Goodman was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

4. 69 Arundel Place – Architectural Review – Residential Addition Consideration of a request by Cassandra Cook, Applicant, on behalf of Chang and Shuang Song-Li, for review of design and materials associated with a residential addition.

Ryan Helle provided a summary of the staff report with a recommendation to approve as submitted. Cassandra Cook was present on behalf of the application. PC-ARB discussed the item with the applicant. Carolyn Gaidis made a motion to approve as submitted. Bridget McAndrew seconded the motion. The motion carried unanimously.

5. 111 & 121 South Meramec Avenue - Conceptual Review – New Mixed-Use Consideration of a request by Michael Knight of Revive Capital Development, Applicant, for conceptual review of a proposed mixed-use residential and commercial development.

Ryan Helle provided a summary of the staff report with staff comments for consideration in future proposals. Paul Giacoletto, Chris Cedergreen, and Bob Neeley were present on behalf of the application. PC-ARB discussed the item with the application representatives and provided recommendations for future proposals.
